Something budget friendly, easy and fun to do with your little ones! My toddler and I enjoyed this arts and crafts project, and it's just short enough to keep your young one engaged the entire time.
Materials
Brown Craft paper - https://www.lowes.com/pd/Trimaco-18-in-x-180-ft-Craft-Masking-Paper/3076711 $4.98
Clear Packaging Tape - Dollar tree
Cotton balls - Dollar Tree
Scissors - I already owned, but can be purchased at Dollar Tree
Pencil/Marker

Optional
Glue and glitter, also purchased at Dollar Tree

Steps
Once you have your materials, take your scissors and cut an 18ish-inches strip of Craft paper, depending on how big you'd like your snowman to be. Fold in half, and starting at top of fold, begin drawing the first of 3 half circles, each one getting a little bigger. Begin cutting out, careful not to cut all the way to the fold. Once done, you should have your snowman shape. (Save the cutout snowman, this can be used for another craft project)

Now take your clear tape and tape over the empty cutout space on the craft paper. Do this on a bare floor or table. This tape isn't overly sticky, so should be fine picking up from table or floor. Just be careful not to rip the craft paper. You can tape one section at a time or do it all at once. I personally did it all at once.
After taped, flip paper over so sticky side of tape is facing toward the ceiling. Begin sticking cotton balls on tape.

I took it a little further and used glue and glitter to draw a design on the snowman. I also used glue and glitter to draw stick arms. We then glued "snowballs" to his hands, (our snowman like to throw snowballs :)

Had some leftover pompoms in our craft bin, so used those for eyes, nose and a little green heart. Used glue and glitter again to create Mr. Snowman's smile.
There is still the snowman cutout, which you can use for another day. My toddler and I painted this and hung on the fridge a couple days later.
